The problem this addresses
A newly arrived household meets your staff before it meets anybody else. Housing officers, resettlement caseworkers, contact centre staff, benefits teams. Those conversations decide whether somebody understands their tenancy, their appointment letter, or what they have just agreed to.
There is usually no shared standard for how those conversations are conducted, and no material to hand somebody afterwards that explains the bit they did not follow.
What RISEA supplies
- Licensed learning materials at CEFR A1–B1, covering the practical situations a newly arrived household hits in its first weeks. Airports, supermarkets, takeaways, delivery, shopping and budgeting. Your teams can hand them out, or work through them with people.

The procurement position
No tender. In most cases, no competition either.
Education and training fall under the light touch regime, where the threshold from 1 January 2026 is £663,540 including VAT. Below-threshold advertising duties under section 87 of the Procurement Act 2023 begin at £30,000 for Welsh contracting authorities.
Rhondda Cynon Taf's own published guidance puts supplies and services below £30,000 at value for money consideration only, with no competition required. Certification at £500, £1,500 or £3,000 a year sits inside that band with a wide margin.

Social value, and why it is worth asking us about
The Social Value Model under PPN 002 carries a minimum 10% weighting and requires commitments that are specific, measurable and time bound. Stated intent scores nothing.
Two of its eight outcomes are employment for people facing barriers, and community cohesion. Materials that help newly arrived residents navigate daily life and get into work address both directly. Our three numbered commitments are published on the buyer information page with dates against them, so they can be quoted in an evaluation rather than paraphrased.
Wales, from April 2026
Welsh contracting authorities now publish annual socially responsible procurement reports. Those reports must cover their contractors' Living Wage accreditation, EDI policies, zero-hours usage, and signature of the Welsh Government's Code of Practice on Ethical Employment in Supply Chains.
