Information for buyers
The page you forward to finance.
Legal status, VAT, insurance, data protection, accessibility, social value and how to raise a purchase order. All of it on one page, including the parts that are not flattering.

RISEA International is one person's business. That is a real consideration for a buyer and it should be weighed openly rather than obscured behind plural pronouns.
What it means in practice:
- you deal directly with the author of the materials;
- decisions do not go through an account manager;
- there is no depth of cover if she is unavailable.
2. Insurance
RISEA does not currently hold professional indemnity or public liability cover. Cover will be arranged before any engagement that requires it, and we will confirm it in writing before that engagement begins.
This does not prevent an award. Section 22(3)(b) of the Procurement Act 2023 provides that a contracting authority may not require insurance to be in place before the contract is awarded. If your standing orders require cover at award regardless, tell us the level you need. We will obtain it and evidence it.
3. Data protection
The materials themselves involve no processing of your learners' or residents' personal data. Nothing is submitted to us about the people you support. That is deliberate and it is the safest architecture for both of us.
RISEA does process some personal data on your behalf. For example, the names and roles of staff completing a self-assessment, or evidence submitted for an audit. In that processing RISEA acts as a processor and you remain the controller.
A data processing agreement is published here in full, drafted to the eight terms required by Article 28(3) of the UK GDPR. You can print it or save it as a PDF from your browser.

This website sets no cookies, runs no analytics, and loads nothing from a third party. There is no consent banner because there is nothing to consent to. Full detail is on the privacy page, which is written plainly enough to be read by somebody with limited English.
4. Safeguarding and professional standing
The materials involve no contact between RISEA and your learners, residents or service users. Nothing about them is submitted to us, and nobody from RISEA meets them. That removes most of the safeguarding surface before it exists.
Where it is still relevant, and because you will be asked to evidence it:
- Enhanced DBS, held on the Update Service — current and continuously checkable rather than a certificate issued once and never revisited.
- Registered with the Education Workforce Council, the statutory register for education practitioners in Wales.
- The author is a practising teacher on an inclusion and pastoral welfare team in a South Wales secondary school, working with safeguarding colleagues as part of that role.
Checking these. Both are held under the author's former name, Lynda Prance. Search the register for that rather than Lynda Smart. Full detail and the teaching qualifications are on the About page.
5. Accessibility
A public body remains legally responsible for accessibility even where it has outsourced. That makes our accessibility your risk, so it is documented rather than asserted.
This site is built to WCAG 2.2 level AA. The accessibility statement follows the GOV.UK model format. It carries the compliance status, non-accessible content split into non-compliance, disproportionate burden and out of scope, the preparation date, the evaluation method and a feedback route.
It also goes beyond AA in one specific place, and says why. Reading level is success criterion 3.1.5, which is AAA only — a site can be fully AA compliant and unreadable by somebody at CEFR A1. Since that gap is the entire reason these materials exist, the site is additionally written to ISO 24495-1:2023 plain language principles and the W3C COGA patterns.
6. Social value commitments
The Social Value Model under PPN 002 requires commitments that are specific, measurable and time bound. Vague intent scores nothing. These three are numbered so they can be quoted directly in an evaluation.
- Chapter 1 stays free and ungated. The full text of Chapter 1 remains publicly readable at riseainternational.co.uk with no form, no email address and no download required. Reviewed each August, beginning August 2027.
- Materials updates are included, not charged. Every organisation holding a current certification receives every revision to the licensed materials published during its licence year at no additional cost. Measured per licence year.
- Every enquiry gets a named human reply within five working days. No chatbot, no ticket queue, no auto-responder standing in for an answer. Measured from receipt at contact@riseainternational.co.uk, from August 2026.
7. Equality, diversity and inclusion
RISEA International has no employees. An EDI policy covering recruitment and workforce composition would therefore describe a workforce of one, and publishing one would be theatre.
What does apply is how the materials themselves treat people, and that is governed. The content standard prohibits stereotyping, requires that no learner is characterised by nationality, religion or immigration status, and requires that material never implies a person's difficulty is a personal deficiency. If your evaluation requires a signed EDI policy in a particular format, ask and one will be provided against your template.
8. Welsh Code of Practice on Ethical Employment in Supply Chains
RISEA is not currently a signatory. From April 2026 Welsh contracting authorities report annually on their contractors' Living Wage accreditation, EDI policies, zero-hours usage and signature of this Code. You would find this out in your own reporting, so it is better said here.
For completeness: there are no employees, so there are no zero-hours contracts and no Living Wage question arises. Signing the Code is under active consideration.
9. How to raise a purchase order
- Decide the tier. All three are published with prices.
- Email contact@riseainternational.co.uk with your organisation name, the tier, your billing address and your PO number if you have one already.
- You receive a written quotation and a licence agreement within five working days. The quotation states the price, the term and what is included, in a form you can attach to a requisition.
- Raise the PO against the quotation. Invoice terms are 30 days from invoice date unless your own standing terms say otherwise, in which case yours apply.
- Materials and access are supplied on receipt of the PO, not on receipt of payment.
10. What is not ready yet
Named here so nobody discovers it after committing. The training slides, workbook, evidence templates and certification badge are in production. The assessment framework is at version 0.1 and no paid audit will run against a draft. The certified organisations register is published and empty.
